When I worked on the theming function for Anyway.FM website, I tried a little on the pixel style font for the '8-bit' theme. All pixels are arranged in 12px size.
I've only done dozens of characters so far but already finished some basic 边旁部首 using Glyphs app, if you would love to use it or continue developing, don't hesitate to grab it at my GitHub:
