Kaleidoscopin'
The idea behind this concept is having multiple open-ended circles converging into a beautiful, kaleidoscope-esque pattern. The thought behind the open-ended circles is by having them facing outward, it's representative of welcoming people into the community. All of those varying circle sizes and positions were representative of the differences of the people both the policies are crafted by and also intended to serve.
