Utilization threshold alerts

Time for some left brain work... Here's a little javascript prototype (best viewed at 800x600) demonstrating how we want to our Utilization graphs and Threshold Alerts to live happily and harmoniously together. We've moved to a fixed toolltip above the graph and allow the user to edit their threshold directly on the utilization graph so that they can immediately see if it's appropriately set.
