Enticing Firefox Test Pilot Users to Install an Experiment

Until the new refactored installation flow for Test Pilot is implemented we needed a way to reach users who have installed the Test Pilot add-on but have not enabled any experiments.

For users who have not installed an experiment after one day, we will drop an info bar reminding them that they need to install a Test Pilot experiment. Interacting with the info bar takes them to a new active tab with messaging and a list of experiment for users to try.
