UI Enhancement 01.1 - TikTok dynamic comment modal

The comments modal should not be fixed in place as it is currently, but should be allowed to change height based on what the user wants to do with it. Snapping to a half way point lets the user retain context of the video, while snapping to full height is a more immersive reading and commenting experience.
