A CMS project planning is more than just getting a complete of requirements and work out the timing for the preparation of specifications and implementations. There is a lot of information that is critical for the formation of the project that are not captured in the requirements. The goal with the CMS proposal is to explain the requirements and then show how to plan your project through the project brief and planning workshops. It also covers how to deal with estimates and issues that arise during the project.
While the purpose of defining the project is to ensure both project managers and clients (internal or external) have a clear and common understanding of what the end result will be. Thus, the plan will be more realistic and greater your chances for success.
