WIP: New "User Guide" Class Component

Building a new UI component button for "Quick Help" as a shortcut for individual tool help in our support center. We are hoping to use the blue background color of this button in other helper classes so users begin to make the association of the color with help and tips on a page.

We are actually A/B testing the words "User Guide" and "Quick Help". Any guesses on which is testing better? To my surprise, the results are a landslide :)
