ALL THE TIME. You could spot egocentric Captain Hero J. Monster (on foot or inside his Monster-coupé, his Monster-chopper or his Monster-vessel) all around San Angeles looking for crimes that never happen. He claims he is the reason behind the city's low crime rate because he's around all the time. ALL THE TIME.
