Tooltip and Popover

Working on creating variable and responsive components with Figma's new auto layout and variable features.

For this, the tooltip/popover component has been updated to work for many uses cases. An option allows for adding an icon, and also allows the designer to fine-tune the location of the arrow. The tooltip is essentially the version that does not include an icon or the title.
