W10 - Neuquén License Plate

I consider a license plate as a badge. Said that, I always loved the Argentinian license plates from the 60s. At that time there was not a single license plate for the whole country, so each province and some cities had their own. These generally had illustrations that represented the place and I always loved the license plate of Neuquén, the province where I live. So I thought it was fun to create an updated version of it.
