Visual text editor

This is the visual editor for the different type of documents. The idea is to have two roles: users and policymakers. User role can see the documents and its parts, create comments, suggestions and give votes for the parts of a document or a whole, while policymakers upload documents, modify content and manipulate comments. There is also an admin role that has all the privileges that policymaker has and more.
